We assume you already have installed the new Windows Server 2016 and also installed the Print and Documents Services role. This procedure can be done before or after you have promoted the new server to be replica domain controller as described in How to migrate from SBS 2011 to Windows Server 2016 (Essentials) or How to migrate from SBS 2008 to Windows Server 2016 (Essentials), as long as the Windows Server 2016 is joined to the domain you can continue with migrating printers.
